Not all clients can afford a "super site". The important thing is that you get matched with an artist who can capture the feel of your "corporate identity". The layout artist then passes off the design to a web developer to slice up into a web site.

Hourly rates are meaningless just as paying by the web page. What you need is someone who is honest and someone you can freely talk to about your web development needs.
Once a page is designed by the artist, it may require a few or several additional features added by the web developer. You may need some portions of your web page to show content that you control. This is called dynamic content which the web developer will work with you in determining the best way for you to maintain it. There are different ways and different tools. The difference between a good web developer and one that isn't very good is their amount of experience in knowing what works and what doesn't.
If your web site is to be totally database driven then the web developer will have to build the necessary tools to insert and render data onto the web page. Your web development may pass hands from the artist, to a web developer, to a programmer, then back to the web developer. Some web developers have solid skills in programming, others know enough to be dangerous. The most important thing is that the guy who is responsible for the web development knows ALL phases and ensure it's all done correctly or does it all himself.
