I normally use affiliated artists to render anything from simple web site layouts to full web site productions with rich animations or sophisticated database applications. Not all clients can afford a "super site". The important thing is that you get matched with an artist who can capture the feel of your "corporate identity". The layout artist then passes off the design to a web developer to slice up into a web site.
My web development process can use the most experienced artists who design everything from logos, brochures and flyers to web site layouts. If you are paying for a "super site" then I will make it happen. If you're on a limited budget then I will make that happen as well. Rest assured, I am more experienced in web development than anyone else you'll deal with at ANY other company. Again, it's all about experience. Hourly rates are meaningless just as paying by the web page. If I can develop a web site 10 times faster than someone else then my hourly rate is meaningless. What you need is someone who is honest and someone you can freely talk to about your web development needs.
Once a page is designed by the artist, it may require a few or several additional features added by the web developer. You may need some portions of your web page to show content that you control. This is called dynamic content which the web developer will work with you in determining the best way for you to maintain it. There are different ways and different tools. The difference between a good web developer and one that isn't very good is their amount of experience in knowing what works and what doesn't.
The web guy can develop ANY site of ANY size. Yes, it's all about experience. I bring in the graphic artist who I think best fits your needs. I listen to you and help guide you through your thoughts and ideas. Web Development is not kids play. It's the front door of your business. Web Development is more than what you see displayed, there are lots of things happening in the background. Web Maintenance is a HUGE concern and a good web developer understands this. I would argue that your web developer should also be your web hoster. Don't let a developer come in, develop your site and then disappear into the night.
If your web site is to be totally database driven then the web developer will have to build the necessary tools to insert and render data onto the web page. Your web development may pass hands from the artist, to a web developer, to a programmer, then back to the web developer. Some web developers have solid skills in programming, others know enough to be dangerous. The most important thing is that the guy who is responsible for the web development knows ALL phases and ensure it's all done correctly or does it all himself.
